  3. Whisk together the flour, baking soda, baking powder, salt, cinnamon and nutmeg; Gently fold the flour mixture into the sugar mixture. Fold in the oats & raisins last.
  4. Using a 1.5 TBS cookie scoop, drop rounded spoonfuls of cookie dough onto a prepared cookie sheet.
  5. Bake for 12-15 minutes in the preheated oven.
  6. Allow cookies to cool on baking sheet for 5 minutes before removing to a wire rack (with parchment) to cool completely.
